Before the official vote was held, Joey Zhou, gave a speech about the background of the LABA International Art Festival, and presented the voting proposal for changing from an annual event festival to a biennial art festival. He stated, "Due to the pandemic, it took two years for the first LABA International Art Festival to go from registration in October 2020 to voting in September 2022. The second Annual LABA International Art Festival was launched on October 27, 2022. Due to the volume of artist registrations from all over the world, the LABA International Art Festival Committee had to spend several times the original manpower and resources to deal with the organization and management of the art festival. Therefore, as early as February this year, after the official establishment of the Spanish office and the Italian office, the organizing committee of the LABA International Art Festival decided to hold the voting meeting before August this year. The second LABA International Art Festival was officially renamed the 2022-2024 Los Angeles Beverly Arts (LABA) International Biennial Art Festival."
The LABA International Art Festival has expanded to 12 offices around the world, and the Spanish office managed by LABA International Art Festival Advisor and renowned artist Rosana Largo Rodriguez has been especially active. They not only actively promote LABA International Art Festival in major media in Spain, but also promote LABA International Art Festival to other European countries. Since the beginning of this year, a large number of artists from Spain and European countries have signed up to participate in the LABA International Art Festival LABA-MIMV (Most Influential and Most Valuable Artist) awards. Therefore, after discussion by the organizing committee, it was decided to elect Rosana Largo Rodriguez as the Chief Executive Officer (CEO) of the LABA International Art Festival in Europe.
